    Target Risk

    An optimization mode that finds the highest-return portfolio whose volatility is at most a chosen risk budget.

    The constraint w^T Sigma w <= target^2 caps portfolio variance. Useful when an investor has a personal risk tolerance and wants the best return inside that limit.
