South Korea is replacing its 15-year-old green certificate system with a competitive contract market for renewable energy projects. The change also includes measures to expand grid access and support regions affected by coal power plant closures.

Korea has divided its electricity grid into 11 zones and reduced industrial power rates in the southern regions by up to 10%. This initiative aims to address regional power imbalances and support industrial competitiveness.

The South Korean government has introduced new guidelines allowing for the flexible adjustment of lead organizations (KEPCO or KHNP) in overseas nuclear power projects. South Korean state utility Kepco has launched Kepco Technology Holdings, a new subsidiary aimed at commercializing its extensive patent portfolio and public-sector energy research. The initiative, starting with KRW 20 billion in capital, seeks to bolster domestic energy technology, particularly for solar inverter manufacturers and a DC industrial hub. This move reflects a broader national strategy to strengthen Korea's position in global energy and green industries.

The South Korean government will inject capital into Korea Electric Power Corporation (KEPCO) and Korea Water Resources Corporation (K-water) for the first time in 15 years to secure electricity and water supplies for "Three Mega Projects" in semiconductors and AI. KEPCO's debt has reached ₩210.7 trillion, and the capital injection aims to expand its bond issuance capacity to accelerate infrastructure investment. This move, along with exempting 26 related projects from preliminary feasibility studies, reflects a shift towards a productive fiscal strategy focused on supporting advanced industries.
